I - NAME
The name of the association is Moscow Hunting Club
II - Purpose
The purpose for which the club is formed is " the establishment and maintance of a hunting club, the protection, preservation and propagation of deer, squirrels and other wild game animals, birds and certian other wildlife; the cultivation of the art of good sportsmanship and leasing of lands or certain rights and privileges therein and thereon for these purposes"
III - TERMS
The term for which it is to exists is year to year JUNE 1 thru MAY 31 and extended for one periods thereafter until the purpose is inconnsistent with the aims of RMS as management of land and timber.
IV - Description of Premises
Consisting of approximately 4,596 acres of land managed by RMS being about three miles east of Moscow Texas in Polk County.
V - Membership
(a) a membership shall consists of a member and members family, including wife, minor children not otherwise eligible for membership, unmarried daughters and sons while in school or full-time college student. All service persons serving their first term and who are formely eligible members or dependents will remain eligible to hunt provided such person remains single. A member may take one grandchild hunting at a time with same privileges as a dependent.
(b) membership in the club shall be limited to (32) paying members. This can be increased or decreased as decided by club President.
(c) membership dues will be set annually by the President. A non-refundable deposit of $400.00 must be paid by March 1 and the balance by May 1 each year. Those members not making a timely deposit or notifying the President of their intentions will be considered as a drop-out ot the club as of the March 1 deadline. Those not paying the remaining balance by May 1 are also considered a drop-out.
(d) the President is authorized to terminate the membership of any member for non-payment of the amounts described in section (c) above.
(e) the termination of any membership in the club for any reasons or cause whatsoever shall operate as a release by the holder of such membership to all rights, title interest and claim in and to property and assets of the club as well as all rights and privileges of membership in the club and club grounds, land premises and other improvements. ALL PROPERTY OF MEMBER NOT REMOVED FROM CLUB BY MAY 31 BE FORFEITED.
(f) membership in the club shall be obtained and vacancies in membership shall be filled in the following maner.
(1) persons desiring membership with the club shall be required to write a letter or email requesting thier name be placed on the MHC waiting list by listing thier name, address, telephone number and current date and name of member of the club if they know a club member and file it with the President. A member of the club can turn in an application if the above mentioned is followed. Applications will be filed by date by the President on a first - come first - serve basis as vacancies arise the President has the right to reject any or all applications. All applications are subject to background checks.
(2) there will be two lists avaible (a) one for children of members the club who are no longer eligible under parents membership. And one for all other applicants. The list of the club members children will have priotory over outside applicants.
(2-b) to be eligible under (2-a) above a childs parent has to be a member of the club prior to the childs 18th birthday and when the child is no longer eligible to hunt under parents membership either by marriage or completing school or college.
(g) special memberships shall consists of members that want Hog hunting privileges or do some type of work for the club such as Pasture Rider, welding, repairs, road work or any activity that can benifit the hunting club. These will be reviewed by the club President each year and used only as deemed necessary.
(h) rejection or termination of a membership anyone convicted of a Felony in the State of Texas, anyone that has been filed on for game law violation by a Game Warden, violation of any rules of the club.
VI - CLUB OFFICER
The President term of office will be continous, the President shall hold meetings at such times he deems necessary. The President shall have the following powers:
(a) to controll the affiars, funds, property and all other rights and privileges of the club and its members.
(b) to suspend or expel members or to impose such dispilinary punishment as may deemed adequate. To expel or inflict punishment upon any member for any reason deemed sufficient.
(c) to make and amend rules for admission of strangers or visitors.
(d) to make, authorize and amend rules for goverment of the club.
(e) to make and amend rules for use of club and its members and for thier conduct while on the grounds.
(f) to fix remit penalites and pay salaries to any employee or employees.
(g) to expend funds of the club and to create indebtness in the name of the club for the purpose of carrying out objects and purpose thereof and to make contracts for improvement to lease lands and purschase equipment and supplies.
(h) in addition to the power to amend the by-laws and rules and regulation of club herein above given to the President, these by-laws may be amended by a majority vote of members present at any annual or called meeting of the membership, with a quorum being present.
VII HUNTING RULES
(a) no member shall kill over ten (10) squirrels in any one day or thirty (30) in any seven (7) consecutive days.
(b) the Moscow Hunting Club will issue four (4) one-day passes to each club membership at the beginning of huning season. Passes can be used beginning in October . Passes are to be filled out by member and kept by the guest untill leaving the club at which time the pass must be deposited in the guess pass box.
(1) each member carrying a guest hunting shall fill out the pass completely and register at the MHC weigh station. No mutilated passes are allowed and any member who fails to complete and register the pass before carrying a guest on the premises will forfeit your gues pass priviliges. Guest must be accompanied by the club member or an eligible dependent of membership on who pass is issued. No member can give a pass to guest to hunt with another member. THE MEMBER ISSUING THE PASS TO THE GUEST IS RESPONSIBLE FOR ANY RULE VIOLATIONS BY THE GUEST.
(2) ALL GAME TAKEN BY GUEST WILL BE COUNTED AGAINST MEMBERSHIP QUOTA. Quotas will be subject to change each year and current information will be given to membership anually before hunting season begins.
(3) the number of hunting guest as herein to be invited and use the grounds and premises may consists of one (1) or four (4) persons or may be the same person invited to use the grounds and premises on one or four different times, days or ocassions. NO MORE THAN TWO GUEST CAN BE INVITED IN ANY ONE DAY BY ANY MEMBER.
(c) dogs shall be allowed on premises for hogs and squirrels to be reviwed annually.
(d) bow season is limited to members only and state law dictates the season. Deer taken during bow season count toward your limit for the season per membership.
(e) any violation of the these rules of the club or any of federal or state game law by a member or members family or guest as the case may be, will subject the particular membership to the penality of suspension, expulsion or such penalty as deemed to proper and adequate punishment. Eithical hunting practices are to be followed at all times.
(f) campsites must be set up according to RMS rules and regulations. Any fines imposed by RMS on camp sites will be the responsibilty of violating member.
(g) abusive language to Pasture Rider, Game Warden, any employee of RMS or any member of the club will not be tolreated in the MHC. This rule also applies to excessive use or abusive use of alcohol in the camp, driving thru the club or on a deer stand.
(h) Deer Stands - starting with the 2012 season all members are allowed two (2) stands per membership.
(1) each stand must be tagged with metal tag in a visable area on the stand. A 6"X6" or larger sign must be attached to the stand with name and number. A stand must be a huntible structure ( i.e., ladder, tripod or a box in usable condition.)
(2) recommened distance between stands is 300 for woods and 500 for pipelines.
(3) climbing stands and ladder stands are allowed only within the 300 yard radius of your tagged stand. These cannot overlap into anothers members area.
(4) NO ONE MAY HUNT ANOTHER MEMBERS STAND WITHOUT THEIR PERMISSION.
(5) claiming a stand site a huntible stucture must be placed on the site along with metal tag and a stand sign, a sign with your tag placed on it is not sufficent to claim a new spot.
(6) STAND DISPUTES if a dispute arises it is recommened that the two parties involved attempt to resolve the dispute, if unable to reslove the dispute both parties must meet with the President and a ruling will be made.
(i) game must be registered on the day of harvest before being removed from the club premises.
(j) each member must sign in and out each time game is harvested or guest registered.
(k) rules concerning the hunting of deer , hogs or any other game not mentioned above will be formulated annually in a letter to all members in a rules letter.
